🗳 A Historic Election in Maricopa Water District: Lacey James Challenges Longtime Incumbent

For the first time in more than 30 years, the Maricopa Water District (MWD) will hold a contested election for its Board of Directors. On November 12, 2025, voters in Division 2 will have the opportunity to select their representative in a race that marks a rare instance of electoral engagement in the district.


MWD is responsible for managing water delivery across the West Valley, including the communities of Surprise, Waddell, Goodyear, and Litchfield Park. Historically, board seats have gone uncontested, with elections canceled when no challengers file by the deadline. In such cases, incumbents are automatically reappointed, and many residents remain unaware of their voting rights or the board’s influence on local water policy.

This year, voters will have a choice. Lacey James, a longtime urban irrigator and water resource professional, has entered the race to represent Division 2.


Candidate Profile: Lacey James

James brings a combination of personal experience and professional expertise to her candidacy. She has spent more than a decade managing urban irrigation at her home and has worked for over 17 years in Arizona’s water resource sector. Her background includes a deep understanding of water policy, infrastructure, and conservation practices.

James has expressed a strong commitment to protecting urban irrigation rights, particularly as commercial and industrial development continues to expand in the West Valley.


“I’m running to protect the rights of urban irrigators and ensure our communities have a voice in how water is managed,” James said.


Voting Information

To vote in the Division 2 election, individuals must meet the following criteria:

  • Own real property within the district’s taxable boundaries

  • Have established ownership at least 90 days prior to the election

  • Provide a photo ID that includes their home address

Voters will be checked against a roster and must sign an affidavit confirming they meet the ownership requirement. Voting will take place on November 12, 2025, from 8:00 a.m. to 6:00 p.m. at the MWD office located at 14825 W. Grand Avenue, Surprise, AZ 85374.

Special Voting Procedures

Entities such as trusts, partnerships, and corporations must have submitted appropriate documentation to designate an authorized voter:

  • Trust paperwork was due by September 30, 2025

  • Corporate Resolutions were required by October 13, 2025
